The final finding of dumping, or selling below market value, came in a case against Japanese makers of a type of semiconductor device called Eproms, or eraseable programmable read-only memories. The International Trade Commission now will determine whether U.S. firms have been harmed by the dumping. If so, duties could be set, and then implemented if the U.S.-Japan semiconductor trade pact reached in August were violated and set aside.
