A land mine planted by Muslim rebels killed the Communist Party chief of Herat province in western Afghanistan, the official Kabul radio said. Mohammed Ali Samim, the province’s senior government official, died in the Gulran district to the north of Herat province, about 420 miles west of Kabul, it said. Afghanistan’s leader, Najib, was among those who attended the funeral. The radio report gave no other details. Meanwhile, Western diplomats in Pakistan said that Afghan guerrillas attacked a homebound Soviet regiment last week, killing at least 30 soldiers. The report could not be independently confirmed.
