The state of Colorado and Union Carbide Co. have submitted to a judge a $40-million plan to clean up a uranium processing site at Uravan, Colo., that produced radium for early experiments by Marie Curie and for the first atomic bomb. More recently, it produced fuel for nuclear reactors. The 15-year plan calls for burying 12 million tons of radioactive dirt and refuse in clay-lined pits, which would then be covered with a layer of crushed granite and clay, effectively sealing the pits.
