Rescue workers combing the North Sea off Scotland after the world’s worst civilian helicopter disaster said Friday they have recovered the cockpit voice recorder but had abandoned the search for survivors. They put the death toll at 45.

“We are looking for bodies and wreckage,” said a coast guard official in the remote Shetland Islands where the Boeing Vertol Chinook plunged into the icy North Sea, two miles short of the airport Thursday. Two passengers were rescued.
