The Soviet Union allowed 104 Soviet Jews to emigrate in October, 22 fewer than the year’s monthly high in September, the agency helping them resettle said Friday.

Only 23 of the 104 went to Israel, according to the Intergovernmental Committee for Migration. The rest went to Italy to get visas for other countries.

So far this year 765 Soviet Jews have left the Soviet Union, it said. In 1985 there were 1,140 Jewish emigrants compared to a record 51,330 in 1979.
