Union locals representing about 3,500 longshoremen in Baltimore and Delaware rejected proposed local and national contracts, setting the stage for a strike next week. Meanwhile, International Longshoremen Assn. members in Boston, New York, New Jersey, and Hampton Roads, Va., voted to accept a new national contract that provides no wage increase in the first two years. In the Baltimore vote, most of the 3,000 dock workers rejected the local contract over proposed cuts in the work force.
