Radar controlling high-altitude air traffic from the Texas Panhandle to Southern California was knocked out by a power failure for 40 minutes, and another radar facility was down for more than two days, the Federal Aviation Administration said. Officials said radar control of the planes was safely shifted to other facilities. Equipment was out of service 40 minutes at the air traffic control center at Albuquerque, N.M., which handles through-traffic into and out of Southern California, and for 59 hours at a radar station in Arizona. The outages are under investigation, officials said.
