Former Ugandan Vice President Paulo Muwanga was charged with the kidnaping and murder of two Ugandans who disappeared five years ago during the administration of President Milton Obote. Muwanga, who pleaded innocent, is the highest-ranking former official to be charged by President Yoweri Museveni’s government, which came to power in January pledging to prosecute human rights abuses by officials of previous administrations. Muwanga was vice president and defense minister under Obote. Human rights groups charge that soldiers killed 300,000 Ugandans while Muwanga headed the army.
