U.S. charges against a former finance minister of Ghana accused of plotting to smuggle arms to rebels there were dropped because two juries failed to convict him, federal prosecutors said in New Jersey. Joseph Menash, 57, had been charged with conspiring with two other exiled Ghanaians to illegally export enough arms to equip 100 soldiers. Trials in May and September ended in hung juries.
