Massage Parlor Permit Denied by Downey Council

DOWNEY — The City Council has unanimously rejected an appeal for a permit to open a massage parlor after Police Chief William Martin warned that the applicant had been arrested on suspicion of prostitution.
In a statement to the council Tuesday night, Martin recommended that the city deny Kim Miller’s appeal because she was arrested at a Long Beach massage parlor in June, 1984, and charged with prostitution. The charge was dismissed when Miller pleaded guilty to doing business without a license in a plea bargain, Martin said.
Long Beach attorney Steven Herbert, who represents Miller, argued that his client was never convicted and should receive the permit. “To hold that she should be penalized because she was charged with an offense goes against the legal system,” Herbert told the council.
