President Reagan has decided to send the key elements of his fiscal 1988 budget to Congress on Jan. 5, a month before Administration officials had previously indicated, Budget Director James C. Miller III said. Miller also said Reagan does not appear to be preoccupied with the Iran arms scandal and is making decisions on the budget. Miller said in a speech to the National Press Club that the new budget, to contain about $50 billion in spending cuts and other savings, will contain many of the fiscal 1987 proposals Congress rejected.
