The U.S. Circuit Court of Appeals for the District of Columbia ruled that the Environmental Protection Agency acted improperly in giving auto makers millions of dollars in credit in calculating fuel economy standards. In a 3-0 ruling, the court said the agency must make a retroactive adjustment in fuel economy ratings for model years 1979-84. The decision will “force Ford and General Motors to pay hundreds of millions of dollars in penalties,” said Clarence Ditlow, lawyer for the Center for Auto Safety, which brought the case.
