French Agriculture Minister Francois Guillaume proposed that leading grain-producing nations form a cartel to force up sagging prices by holding grain off the market. However, Guillaume, winding up a five-day U.S. visit, acknowledged to reporters in Washington that his plan was not well received by the Reagan Administration, which favors allowing free-market forces to set prices, or in Congress, where lawmakers are concerned over how to protect U.S. farmers.
