A report issued by the New York State Urban Development Corp. would take the ballgame back out to Brooklyn. The report proposed a stadium/arena complex in the Coney Island section, one of the tenants of which would be a minor league baseball team.

But officials cautioned that the construction of any baseball stadium is contingent upon the city’s ability to get a minor league franchise. Both the New York Yankees and the New York Mets must agree before that can happen.
