A 70-year-old grandmother and seven others occupying a Wilmington “rock house” signed a court order agreeing to vacate the house and prevent future tenants from using it as a center for narcotics activity. Under terms of the stipulated judgment signed by Superior Court Judge Warren Deering, Ione Horsley and her family will not return to the house, site of numerous drug arrests, until after May 1. City officials, who brought the unusual civil action in response to neighbors, said the family now renting the house has no history of drug activity. “Right now, the people have their neighborhood back. We intend to see that it stays that way,” City Atty. James K. Hahn said. Felony charges of possession for sale of cocaine are pending against Horsley and five others.
