West Covina : Control of Dump Declined
The City Council has voted against a Transition/Waste Management Commission recommendation that the city move toward assuming jurisdiction over waste disposal operations at the BKK Corp. landfill not covered in the dump’s closure plan. The council said it did not want to interfere with the activities of or jeopardize the city’s relationship with regulatory agencies involved in closing the landfill. Also, officials believe that the city does not have the staff or expertise to regulate BKK.
The company stopped taking toxic waste in 1984, but is continuing to receive about 6,000 tons of ordinary household and commercial refuse a day. BKK will stop dumping municipal refuse on top of toxic waste by July 1, 1987, and has agreed to end all dumping at the landfill by June, 1995.
