President Reagan, who for six years has preached spending restraint and sometimes painful belt-tightening, today took under advisement a recommendation for substantial pay raises for top federal officials.

The advice came from the Commission on Executive, Legislative and Judicial Salaries, which reportedly recommended a top salary of $135,000 a year for members of Congress, appeals court judges and senior government officials. Officials said there is a good chance that Reagan will include the pay raises in the trillion-dollar budget he will send Congress next month.
