In an effort to cope with its rapid growth, PacifiCare Health Systems Inc. said Tuesday that it has realigned its top management, creating two new executive positions in the process.

The Cypress-based health maintainence organization named Alan Hoops to the newly created post of executive vice president and chief operating officer. Hoops was formerly senior vice president of corporate marketing.

Replacing Hoops is Hal Hylton, former senior director of marketing and development. Hylton, who recently joined PacifiCare, will have the title of vice president of marketing and development.

John Siefker, formerly chief financial officer, will head the PHS Services Group, which will oversee much of the HMO’s day-to-day operations. Siefker, retains the title of senior vice president.

Succeeding Siefker as chief financial officer is Wayne Lowell, formerly PacifiCare’s corporate controller.

Hylton and Siefker will report to Hoops, while Lowell will report to Terry Hartshorne, PacifiCare’s president and chief executive officer.

Siefker said the changes have been in the making for several months, and are intended to cope with PacifiCare’s rapid growth of the last year.

During PacifiCare’s fiscal 1986, which ended Sept. 30, its membership grew 66% to 183,599 people from 110,622 people a year earlier.
