The state Public Utilities Commission granted Southern California Gas a $20.8-million cost-of-living increase, less than the $27.9 million sought by the utility, which has a $304.3-million increase awaiting action in January based on higher natural gas prices. The commission gave Southern California Edison a similar $2.9-million increase, which will be more than offset by a $9.6-million refund earlier ordered. In the face of pending rate matters, the PUC gave both utilities the option of implementing these changes later in 1987 to avoid making repeated minor rate changes.
