Military planners have embarked on a program to develop technology for a Saturn-class super rocket that could carry Strategic Defense Initiative missile defense payloads to orbit, Air Force Secretary Edward C. Aldridge Jr. said. And vowing to “buy American,” Aldridge said the United States this week turned down an offer from Arianespace, a European rocket consortium, to launch American military navigation satellites.
