A City Council drama in three acts, inspired by a Justice Department lawsuit alleging Latinos were under-represented:

Act 1--Richard Alatorre remaps the council’s only Asian, Mike Woo, into a largely Latino area. Woo calls it “sleazy, back-room deal.” Mayor Bradley vetoes it.

Act 2--Pat Russell remaps John Ferraro and Woo into the same district. Woo, now joined by Ferraro, protests.

Act 3--After member Howard Finn, 68, dies of a ruptured aorta, Woo and Ferraro create new Latino seat and save their own districts. Sometimes-fractious Joel Wachs loses 90% of his district, gains much of Finn’s. The end.
