The government debt burden for every man, woman and child in the United States grew to $10,048 in 1985, a 14% increase over 1984, the Census Bureau said. The amount every individual in the country would have to contribute to eliminate the combined debt of the federal government and state and local governments has risen at double-digit rates for the last four years.
