Three percent of the adult men in the United States were incarcerated or on probation or parole at the end of 1985, the Justice Department said. A total of 2.9 million people were incarcerated or on probation or parole at the end of 1985, an increase of almost 17% from 1983, said the Bureau of Justice Statistics in a report. In 1983, 2.5 million people were under federal, state or local correctional supervision, the report said. Of those under supervision in 1985, 74% were in the community on probation or parole, and 26% were in prisons or jails.
