Governor Will speak to the 68th annual meeting of the American Farm Bureau Federation at the Anaheim Convention Center on Monday and will attend a California Agriculture Trade Mission reception in Sacramento on Wednesday.

Appointed Christine Diemer of Sacramento as director of the Department of Housing and Community Development. A Republican, Diemer, 34, replaces Susan DeSantis, who resigned. The post pays $82,117 a year and is subject to Senate confirmation. Diemer has been acting director since May.

Assembly Bills Introduced: Hospitals: AB 214 by Assemblyman Burt Margolin (D-Los Angeles) would prohibit hospitals from transferring to other medical facilities emergency patients who cannot pay for treatment. A similar bill was defeated in the Senate last year.

Foster Grandparents: AB 211 by Assemblyman Norm Waters (D-Plymouth) would create a foster grandparent’s delinquent children counseling program to help youngsters under 18 years of age who are charged with misdemeanor offenses.

Fishing: AB 212 by Assemblyman Gary A. Condit (D-Ceres) would exempt people 62 and older from having to buy fishing licenses.

Senate Bills Introduced: Motion Pictures: SB 146 by Sen. Alan Robbins (D-Van Nuys) would combine the activities of the California Motion Picture Council and the state Film Office into one commission to avoid duplication of efforts to keep film production within the state.

Miscellany Miles Per Gallon: “I’ve got a little problem. I only get 8.3 miles per gallon,” quipped Assembly Speaker Willie Brown (D-San Francisco) after the Assembly honored Dick and Burt Rutan and Jeana Yeager for developing and flying the Voyager aircraft around the world on a single load of fuel. Brown, who drives a high-powered red Ferrari, then suggested that perhaps the trio could redesign the foreign car to improve his gasoline mileage. “Tell him to buy American,” shouted Assemblyman Frank Hill (R-Whittier) from his seat.
