The president of the Los Angeles chapter of the National Assn. for the Advancement of Colored People said State Police officers may have been guilty of misconduct while arresting three homeless persons last week at the now-abandoned site of Tent City II near City Hall. Raymond Johnson Jr. made the comment at a news conference called to urge an independent investigation of alleged fighting that took place before the arrests of Tent City organizer Ted Hayes and two others. Officers, Johnson charged, had no reason to arrest Hayes, Paul Robinson, 33, and Susan Faafua, 19. A State Police spokeswoman said Hayes was arrested after he violated an agreement that allowed Tent City, despite having no liability insurance, to remain as long as no one entered the encampment’s main tent. Authorities said Hayes fought with officers inside the tent after he and others had been ordered to leave. Hayes has denied the allegation.
