Philippine government and Communist rebel negotiators met in Manila but again failed to agree on an agenda for the second phase of peace talks. The negotiators agreed to resume talks on Tuesday. A 60-day cease-fire in the Communist insurgency began Dec. 10. In the southern Philippines, Muslim rebels continued to rampage, firing on houses, lobbing grenades and battling government forces. The rebels belong to the Moro Islamic Liberation Front, which was not included in an accord between Manila and another Muslim group, the Moro National Liberation Front.
