Voters in Galveston, Tex., turned out in heavy rains to overwhelmingly defeat a proposal to return casino gambling to the island resort for the first time in 30 years. The non-binding referendum that would have supported casinos on Galveston Island lost 7,301 to 4,891. It was the second time in three years that voters had rejected the casino issue, which was promoted as a way to raise state revenue. Residents also voted to force a referendum on whether the city should accept $10.7 million from state and federal governments for a trolley system.
