Carlucci Confers With Costa Rica Leader on Tour

U. S. National Security Adviser Frank C. Carlucci, visiting Central American to evaluate the political and military situation, met Saturday with President Oscar Arias Sanchez.

“We had a very frank talk on how Costa Ricans see the region’s problems,” Arias said of the two-hour meeting at his residence.

Arias said he told the U.S. officials of his plans to meet with the presidents of El Salvador, Honduras and Guatemala in late February to discuss regional peace.

Late Friday, Carlucci, accompanied by Elliott Abrams, the assistant secretary of state for inter-American affairs, met in an undisclosed place with U.S.-backed Nicaraguan contras.

Carlucci refused to tell reporters what he discussed with the contra leaders.

Last Saturday, leaders of as many as 2,300 rebels of the so-called “Southern Front,” based in Costa Rica, said they broke their alliance from the main contra group in Honduras. They said they did not receive funds promised when they signed a unity pact promoted by the CIA in May.
