Twenty-eight people died in floods and more than 6,000 were evacuated as torrential rains and melting snow inundated wide areas of Soviet Georgia, the news agency Tass reported Monday.

It said a lake formed over 72 square miles of land in low-lying areas near the Black Sea when the Rioni River, swollen by water rushing down from the Caucasus mountains, burst its banks and overflowed.
