U.S. and Spanish diplomats resumed talks in Madrid on the American military presence in Spain with both sides forecasting drawn-out negotiations. Spain is seeking a U.S. reply to proposals for sharp cuts in the 12,500 troops Washington can station on its territory under a 29-year-old pact. U.S. officials say they have no objection in principle to pulling out some troops, now at four bases in Spain, but they want Spanish forces to cover every mission assigned to departing units.
