City Planner Named: James R. Barnes, who has been acting city planner since October, has been named permanently to replace Steve Flint, who resigned the post last year to enter private business. Community Development Director James Holloway, who made the announcement, said that before taking over from Flint as acting city planner, Barnes had been senior planner for the city since 1984. Before that, Holloway said, Barnes held planning positions in the cities of Huntington Beach, Clovis and Merced.
