Philippine Troops, Rebels Clash

MANILA — Government troops battled communist rebels today in the first clash since a cease-fire ended two days ago, and a military report said 18 people were killed, including 12 civilians caught in the cross fire.
Military reports said fighting broke out when a patrol ran into about 40 New People’s Army guerrillas near Lupao, about 90 miles north of Manila. The government said fighting flared in a “rebel-influenced” village about half a mile from Lupao but spread into the town itself as rebels withdrew toward the hills.
