The United States and the Soviet Union have agreed to participate in a youth physical fitness program that both sides hope will promote international understanding.

Thousands of American youngsters between the ages of 6 and 17 will take Soviet fitness tests and the Russian youths will participate in a test used by the Presidential Physical Fitness Award program in the United States.

“I actually like the Soviet test better because it is tougher,” said George Allen, who is chairman of the President’s Council on Physical Fitness and Sports.
