Helmet Bill to Be Discussed: Assemblyman Richard E. Floyd (D-Hawthorne), author of a mandatory motorcycle helmet bill, will discuss his legislation at a Town Hall meeting Feb. 24 at the Garden Grove Community Center. The discussion, which is open to the public, is sponsored by the Orange County Trauma Society and Garden Grove Fire Department. The community center is located at 11300 Stanford Ave.
