New building permits for houses in state soared.

California developers in December hurried to beat a new state law allowing school districts to levy fees. The December rush pushed the total number of building permits issued in 1986 to 311,189, highest since 1963, said J. A. Farina, president of the California Building Industry Assn. A law effective Jan. 1 allows school districts to charge developers up to $1.50 per square foot to pay for new schools.
