Ten cities and counties filed suit in Washington to force the Reagan Administration to distribute $180 million in revenue-sharing money that was withheld last year to meet the Gramm-Rudman deficit targets. The lawsuit contends that Treasury Secretary James A. Baker III is violating rules on distribution of funds contained in both the Gramm-Rudman law and the Revenue Sharing Act by refusing to release the money in this fiscal year. Among the plaintiffs are New York City; Kansas City, Mo.; Milwaukee County, Wis., and Cuyahoga County, Ohio, which includes Cleveland.
