Field testing of genetically altered, frost-fighting bacteria called Frostban was given preliminary approval by the state Department of Food and Agriculture. The public now has 45 days for comment pro and con on the open-air test, which has aroused considerable controversy in the past. But Joseph Bouckaert, president of Advanced Genetic Sciences Inc. of Oakland, which developed the bacteria, said, “The door is finally opening for this biotechnology.” Approvals have already been obtained from the federal Environmental Protection Agency and the San Benito County Board of Supervisors. Contra Costa County, where another possible test site might be held, has not yet approved the proposal.
