Vote in S. Africa Called ‘Act of Desperation’

LUSAKA, Zambia — Zambian President Kenneth A. Kaunda has described whites-only elections in South Africa as “an act of desperation,” Lusaka radio said Sunday.
Addressing a dinner here Saturday night in honor of Mozambique President Joaquim Chissano, Kaunda said the May 6 elections called by South African President Pieter W. Botha are “a futile attempt to come to grips with an ever-worsening situation.”
The South African situation can only improve if apartheid is declared “dead and buried,” the existing emergency ended, the banning of the African National Congress lifted and a dialogue initiated with the representatives of the people, he said.
Kaunda, chairman of a group of African states adjacent to South Africa, called for mandatory economic sanctions against South Africa.
