Clifton Moore, general manager of the Los Angeles Departent of Airports, said he hopes an airport facility can be developed in Orange County to take some of the load off Los Angeles and Ontario international airports. “Orange County,” he told about 500 business people and students at a luncheon sponsored by the Town Hall of California and the Los Angeles Council of Engineers and Scientists, “exports most of its customers up to LAX or Ontario, which creates problems for people who live closer to those airports.” He said a “flexible approach” must be used in each region to deal with increasing Federal Aviation Administration restrictions regarding passenger capacity levels, noise levels and air pollution.
