Prison officials in Texas worked overtime to place 186 inmates in halfway houses under a new law designed to reduce overcrowding through the early release of nonviolent offenders. “They’ll get the standard $200 gate money and a new suit of clothes,” said Charles Brown, spokesman for the Texas Department of Corrections. “The only thing we do is get them out. They have to go (to the halfway houses) on their own.” The move was triggered last week when Gov. Bill Clements declared an emergency in the overcrowded prison system, triggering new provisions of the Prison Management Act.
