The remnants of a destructive storm system blamed for 21 weekend deaths tormented the Northeast with snow and freezing rain, flooding creeks in western New York and forcing more than 200 residents to flee their homes. Slick roads in northern New England caused scores of morning rush-hour fender benders and prompted school officials in New Hampshire to delay the start of classes. Up to nine inches of snow fell in Maine.
