Frank W. Dalglish, 40, has been named president of T/I Pharmaceuticals Inc., an Irvine maker of over-the-counter skin and hair care products. Previously, Dalglish was executive vice president and chief executive of California Foto/Graphics, and before that he served as chief financial officer for Allergan Pharmaceutical’s international division.
