‘None of the Above’ Urged as Voter Option

With the 1988 presidential campaign barely under way, a New Hampshire legislator proposed Saturday that voters in the nation’s earliest primary be allowed to cast ballots for “none of the above.”

State Sen. Robert Stephen, a Democrat, said that his legislation was not meant to reflect on the caliber of the candidates in the 1988 race, but to improve voter turnout.

“My whole idea is to get people out to vote and not to use the poor excuse that they didn’t care for anybody,” he said.
