A task force recommended today a massive overhaul of the Philadelphia Police Department, saying the force of 6,800 officers must overcome its history of “favoritism, corruption and brutality.”

In a 195-page report, the Philadelphia Police Study Task Force suggested more than 100 changes to modernize the force, including regular drug testing and requiring recruits to have high school diplomas. The city’s top political leaders immediately embraced the report, with Mayor Wilson Goode calling it a “blueprint for action” that would “take this Police Department into the 21st Century as a strong, strong department.”
