Millions living along America’s coasts are more vulnerable than ever to hurricanes and, if the nation fails to seek solutions to the problem, the price may be thousands of lives, the director of the National Hurricane Center said. Neil Frank told the Senate Commerce, Science and Transportation Committee that the primary concern is that residents in coastal areas prone to flooding may not have enough time to escape the storm surge, the wall of seawater created by hurricane winds.
