Philadelphia Mayor W. Wilson Goode proposed hiring 200 civilians for jobs held by police officers as part of a $6.4-million package to address an independent task force’s criticisms of the Police Department. The task force said Wednesday that the 6,800-member police force was “unfocused, unmanaged, undertrained, under-equipped and unaccountable.” It said also that Philadelphia is far behind other cities in hiring civilians, which reduces costs while letting police officers concentrate on their duties.
