The Federal Election Commission decided to allow Sen. John Glenn (D-Ohio) to shift about $800,000 left over from his 1986 Senate reelection campaign to his debt-ridden 1984 presidential committee. The transfer would allow him to reduce substantially the $2.8 million in debts remaining from his unsuccessful bid for the Democratic presidential nomination. The commission said the transfer would be legal as long as the contributions were made prior to the 1986 general election.
