Assembly Committee Action:

Cal/OSHA: The Ways and Means Committee approved a bill (AB 867) by Assemblyman Richard E. Floyd (D-Hawthorne) to prevent Gov. George Deukmejian from turning the state’s workplace safety program over to the federal government to save $8 million a year. A 12-8 vote sent the bill to the Assembly floor.

Auto Repairs: The Finance and Insurance Committee approved a bill (AB 642) by Assemblyman Lloyd G. Connelly (D-Sacramento) to prohibit automobile insurance agents from taking kickbacks from auto repair shops in exchange for referrals. A 19-0 vote sent the bill to the Assembly floor. Child Care: AB 2654 by Assembly Speaker Pro Tempore Mike Roos (D-Los Angeles) would place a $100-million child-care facility bond issue on next year’s primary election ballot. Senate Floor Action:

Prisons: Passed and sent to the Assembly on a 27-5 vote a bill (SB 279) by Sen. Robert Presley (D-Riverside) to establish a 20-member commission to study the state’s prison population crisis and recommend solutions, which could include alternatives to incarceration.

Automobile Insurance: Passed and sent to the Assembly on a 32-0 vote a bill (SB 274) by Sen. Ruben S. Ayala (D-Chino) to prohibit automobile insurance companies from canceling policies based on traffic accidents in which the insured was not at fault.
