Israeli Prime Minister Yitzhak Shamir vowed that the West Bank and Gaza Strip will remain in Israeli hands “forever,” drawing loud applause from delegates to a convention of his right-wing Herut Party. Shamir, 71, won unanimous reelection as party chairman. Shamir’s party is the largest in the Likud Bloc, which has been governing since 1984 in a coalition with the Labor Party. The Israeli leader lashed out at Foreign Minister Shimon Peres, head of the Labor Party, for backing an international Mideast peace conference. “Such a plan would be to make us surrender,” said Shamir, who favors direct talks with each party involved.
