A bipartisan group of 111 congressmen, including some who back the Nicaraguan contras , urged President Reagan to support a negotiated settlement to the Central American conflict. In a letter to the President, the lawmakers said that it is time for a major diplomatic effort designed to achieve peace and guarantee security for all Central American nations. They urged the Administration to support an agreement that combines a 90-day cease-fire with a halt in U.S. military aid to the Nicaraguan rebels, an end to foreign military assistance to Nicaragua and direct talks between Managua and Washington.
